OK. For this you will need God Armor that boosts your stats into the high negatives, my armor that I finally managed to discover this secret with, the third character I've seen this on, boosts health to -1,976,565,760. Same on my stamina and magic, this basically makes your stats nonexistent cause they're limitless and you never see the bars pop up when you use them. OK, if you have this armor then you need to get the stats down to just before they're empty, then put the armor on and keep using the stat, the game knows your actual stat is about to be empty, when it hits empty, if you take the armor off after that the stat you did that to will be empty permanently. Magicka has to be emptied on an enemy, and obviously you need an enemy to empty the health as well, i do not know if stamina requires an enemy present.
This is a GOOD thing, because now you can put that armor back on and work on making very powerful but not AS POWERFUL God Armor to put on at the same time and take off the negative armor, then the powerful armor and your stats will be permanently boosted to 10,000-15,000 without armor, and this crosses over to be used on the vampire lord and werewolf forms as well. My third guy's armor that i did this with - NOT AS POWERFUL stats are: Magicka/Health/Stamina 273,996,224.
